Course Description
This course elevates EMS professionals from operational managers to system architects by exploring the critical intersection of EMS delivery models, public policy, and government structure. Participants will analyze the structural tradeoffs of various EMS designs—including public, private, and high-performance systems—while navigating the complex realities of labor relations, federal mandates, and municipal contracting. Ultimately, this module equips leaders with the strategic frameworks and data-driven principles needed to engineer sustainable, accountable, and highly effective emergency service organizations.
Learning Objectives
By the end of this course, participants will be able to:
-
Analyze EMS Delivery Models: Differentiate between primary EMS system designs (e.g., fire-based, private, third-service, and high-performance) to objectively evaluate the political, financial, and operational trade-offs inherent in each model.
-
Navigate Government Architecture: Apply an understanding of federalism, grant funding, and the three branches of government to strategically manage legislative mandates, advocate for system resources, and distinguish between governance and operational failures.
-
Manage Labor and Contracting Dynamics: Evaluate the complexities of public safety union negotiations and the risks associated with government contracting to foster productive labor relations, ensure clinical accountability, and address the root causes of the EMS workforce crisis.
